If its not going to be a daily driver and is going to sit, I would buy the 6.4. Its not like he's going to realize fuel savings with the 6.7 if its sitting parked.
If it was a daily driver that spends a majority of its life empty, than I'd say the 6.7 might be a more enjoyable experience (he will not save money though).
If its parked, the 6.4 will get the job done at 20k less money.
