Want to know part for my knowledge

I have a 2009 F250 and I have asked everyone I know what the black piece is right under the tailgate on the right side if looking at truck from back. No one has a clue. It has fork in it, bolted on the body and is built pretty heavy. Any help so I would know would be appreciated.

Only usually comes on the trucks with a step . It is a safety catch . It is supposed to keep the gate from falling if the cables break .
