Fuel Tank Water Drain

Went to drain my again tonight, and it just dripped out, no constant flow like it normally does. Probably a drip every 5 seconds.

Good news, no water, but curious if I need to have the unit replaced. Not sure if this is normal or not, but when I pushed the lever over, the entire pipe rotated with the lever.

Probably should have titled it Fuel System as opposed to Fuel Tank, but I can not figure out how to edit the subject line.

sometimes mine gets clogged with road grime, took it to the dealer once and they shot air in it with a compressor on low PSI, opened it right up. I have to do that every now and again to get it flowing again.
