Your can get a hell of a deal on a 6.4 these days, that plus the fact that the 6.7's went up another $10k over what the 6.4's were when they came out makes the 6.4 very appealing.
How often do you tow or plan to tow? The various tunes, whether Spartan, SCT or Banks are not recommend for heavy towing. If you do run a tune, it's recommended to run very low tunes and to keep an eye on the EGT's. It's the higher level tunes that will give you the higher increases in MPG's.
Most of the MPG increases are when driving with an unladden truck. When you apply the load, specially a large one, these increases drop substantially. Still better then stock and especially better then a gasser towing the same load.
