fan alignment

Is it possible to have the fan shourd out just enough for the fan to rub on it.

Reason asking, had a tsb done (7-26-1) were they replaced the p/s pump and belt for chirp. Know it has a noise coming from somewhere under the hood ,sounds like the drivers side. It does it when I go over a speed bump or railroad tracks or turn into a dip to get in somewhere. The sound sounds like a p/s pump without the fluid, but fluid is ok. Does fine going straight down the road.

Seems like it does it when the frame twist from going over these bumps.
Anybody else had this issue, I can't find anything loose. Haven't had time to take it back to dealer yet. Maybe something simple. Thanks for any input.

Are there any ford techs that can give me any ideas.
