Buzzing!?!

Could be a newbie question but my truck is constantly buzzing and i have no clue if its normal? It's coming from some part behind the passenger side battery in front of the ac compressor. When leaving the truck in the on position it constantly buzzes, sounding almost like the glow plugs. When the trucks on I feel the part still vibrating even after the trucks at running temps.

In the "on" position, it should stop buzzing after about 15 to 20 seconds - believe it's part of the glow-plug heating action. Mine does anyway.??

Yea i thought it should take only 10-20 seconds also but I was washing my truck today with the key in the on position and that buzzing noise was also going for at least 30min until I cut it off. If its the vacuum pump going is it harmful? Taking my truck in for another problem (coolant loss), should i mention this also>?
