Horn blows all the time--controller location?

Does anyone have any idea where the controller is for the horn? I've been having an intermittent issue for a few months where the horn will just start blowing on its own. Now it's permanently stuck on. Anytime I replace the fuse, the horn starts blowing. I've done some reading, and it looks like I have a windshield leak that's leaking on the controller. I want to confirm my problem before replacing the windshield, but I have no idea where this controller is.

My second question is why do they have to use a fricking computer for a horn when a simple switch would do???? LOL

You know that Ford says, "why use a relay when we could use a perfectly good module"!

Yeah, probably a $400 module too. LOL Can you ask Scuffy if he's ever seen this before when you see him at work tomorrow? I'd like to at least know where to look before I start ripping the dash apart. I think it is hard failed now since it blows any time the fuse is in and the controller/computer/box, whatever it is will need to be replaced. In the past, it would stop as soon as you pulled the fuse and not start again when you replaced it. Is it the vehicle security module that controls the horn?
