Is it batteries?

I have an 03 6.0 and i went out this morning to crank it up and the instrument cluster would light up but nothing happened when i cranked it. My outlook monitor gave me codes : P0407, P0488, P0603, P0360, and V0200. I know most of the P ones have to do with the egr but I can't find what the V one is. Could this be just dead/weak batteries or could it be something else?

do you think that the batteries are just weak? the cluster isn't going crazy but it is lighting up.
