Cold high idle?

I bought my truck in june, the past 2-3 days here in jersey have been a little cold 32-45 degrees. I just noticed my truck goes into a high idle mode after a minute or so of a cold start. The idle will go up to about 1100rpm and all you have to do is slightly tap the gas and it will go back down to normal idling rpms, but then back up to 1100rpm after another minute. Once the truck is warmed up it doesnt happen. Is this normal? Im running looney tunes if that makes a difference?

It's normal for later ecm strategy.
