Secondary Fuel Filter Housing Fuel Prime Question

I just replaced my fuel filters on my truck this evening. I noticed on the secondary fuel filter housing on the top of the motor, if you turn the key on the fuel fills the bowl up, but once you turn the key off the fuel then drains out of the housing within about 45 seconds. Is this normal for the fuel to drain out of the housing once the fuel pump has filled up the housing up? I noticed that the truck has been starting alot harder lately. I don't know if this has to do with it, but once the truck starts it runs excellent.

It shouldn't drain back down. Do you have the 6.4 banjo bolts installed or are yours the 6.0 with the check valves in them?
