Low voltage FICM...during am startup

The voltage goes down to 42-42.5 for a few seconds..then creeps up to normal. Been doing it for a few weeks! Is FICM going south????

Could the batteries be getting weak, causing weak voltage to the FICM until the alternator kicks in?

Will load test batteries.changed alternator last year,along with new interstate batteries for a powerstroke.i have been looking at atlas 40 for a while.guess with 155,000 its time to rebuild unit.
