thinking about sisnister egr delet but do i really need the up pipe or can i just put in that plug or plate that comes with the kit .thanks

Get the IPR Gen2 EGR Delete and yes get the up pipe.

depends on the year. I will just block off 03-04 trucks, 05+ has a scoop in the up-pipe to divert more exhaust gasses towards the EGR cooler. This scoop becomes a restriction when the cooler inlet is blocked off.

What I did on my truck was install a 04 up-pipe (no scoop) and then blocked it off. That way if I ever had to reinstall an EGR cooler it would be a quicker process.

When I did it though the 04 up-pipe was much cheaper than it is now.
