Questions about non vgt turbo

My truck has a non vgt turbo and I noticed who ever installed it just cut the two wires that went to the vgt actuator and left them there. I'm getting a code P0046 and I think it has something to do with these wires being cut. I've also been doing some reading on this and from what I have found out is that if you have a non vgt turbo installed your supposed to take the actuator off the stock turbo and leave it plugged in and let it lay somewhere in a safe place in the engine. Is this correct?
