Painted rims removal

The previous owner painted the stock aluminum bullet hole rims balck. Are the stock rims clear coated? how do i remove the paint without screwing up rims and tires? Thanks.

you can try some thinner on a rag, or even carb cleaner.

yes they are. Just strip them and polish them they will look better
