annoying icp problems

on a buddy on mines truck he had an icp light he bought a new sensor and pigtail and i tackled the job the icp code came up swapped the icp sensor did have oil in it. Now when i swapped the sensor and re wired the new sensor exactly like the old one. buttoned it all back up and the light comes back now i cleared the code with a snapon ethos and keep clearing the light but wtf ne senor and pigtail might be a power supply issue? any clues guys?
