p0480 code

I was trying to check out the P0480 code. while doing pinpoint test AH1 >AH4 (checked out ok)> AH5 I found the VPWR circuit pin #5 harness side to ground had 0 voltage. Tracing the Circuit 1155 (YE/BL) to connector C1298. I found that out of the C1298 connector (female side) the wire is black not red as per manual with the end of the black wire with a FORD factory dead end connector. Should I forget the code or am I looking some other place. The coolant temp ran 200 degrees by the insight with no load. Not sure if fan has powered up.
