No power & P132B code

I have a late '03 (build date of 6/03). I just replaced the oil cooler, plugged the EGR cooler, cleaned the turbo, updated the turbo oil supply and drain, installed the blue spring update to the fuel pressure regulator & reassembled.
I have previously flushed the cooling system and installed ELC & coolant filter. I am now getting the P132B, & P0401 codes. I have cleaned the MAF, IAT2 and map sensor hose, I have traded the VGT actuator for a known good part from a 2004, my VGT actuator works in the 2004, I have taken the plug out of the back of turbo and operated the cylinder piston that operates the veins in the turbo with a magnet, it moves freely.

I have watched on my Edge CS as the truck goes through the learn process, the VGT% and the MAP sensor output, the MAP out put does not change as the VGT% goes from 15% to 85%, is this a wiring problem, can there be too much clearance in the turbo from the veins to the sidewall?

I am getting no boost at lower rpms, up to 18 pounds boost at higher rpms pulling a load uphill.

What do I check next?

I had a p132b but it was more of a ghost code that didn't cause any drivability concerns at all then just went away and never came back. So I don't know what to do next but I found this years ago....maybe it can help.
