Is this sealant or leakage?

I was looking over my truck examing what I need to take off for the bullet proofing and found this.

I'm not too sure how the pictures rotated during upload.. you might need to look at them sideways.. lol

Does this look like leakage or possibly just sealant? It looks wet but I put my finger on it and its dry. However, My truck hasn't been ran in about 3 weeks, and a month before that because of a dumb**** shop / now a bad EGR.

I dont know it doesn't look like RTV, but it doesn't really look like your rocker carrier is leaking I would think it would still be wet. You could always spray some degreaser on it and try to clean it up, and see if it comes back. just my .02

My guess is it's the o-rings for the glow plugs that have a slight leak.

It looks like there might be a leak coming from the valve gasket and rocker box between the heads. That just seems highly unlikely however. Any other ideas that could cause that coloration? Like I said the truck really hasn't ran in over a month so it may of been wet before. I'm just trying to get ideas before I argue with the warranty company.
