water in fuel?

Alright, my Father In law has a 06 dually, we took it to pick up some cattle the other night and everything was fine. the next morning I went to fire the truck up and move it out of the barn and it wouldnt start. It would crank over and sputter but would not fire. It would run for a few seconds on spray. When I told him about it he said he had poured fuel from a jug in the back of his truck in it the day before. the only thing I can figure is that he has water in his fuel. The owners manual says there is a lever on the fuel filter to drain it. However, it was starting to rain when i went out to mess with it. Is the lever on the filter on top of the motor or is the lever located on the filter on the frame rail?

The water drain is on the lower fuel filter. its an allen head plug in the side of it
