ac problem

so ive noticed that my ac is ice cold at idle but when i speed up to 2000 rpm it get warmer so this has been going on while so i went to figure out whats wrong and i figured a vac leek on the heater hose going to cab on that vavle but i come to find out i dont have a valve like my buddy 04 my question is did 03 not have the or did po do away with it
