Stumped on this turbo surging/pulsing crap

My truck has been boosting weird. At half throttle it is most noticeable running up through the gears. It pulses, I can hear it through the exhaust note and I can hear it from the turbo, like the veins sweeping. At full throttle it is not as bad but is still there. The truck makes good power, its just very annoying. I pulled and cleaned all the turbo boots and they are fine. It's almost like its the PCM telling the turbo to pulse and surge. To describe it more its like every half second constantly. It also does it when it shifts. I did have the turbo apart about a month ago and cleaned it, I did use anti-sieze but now I hear that that might not have been a good idea. I'm thing some sensor or the VGT soleniod is bad. Any help?

My ICP sensor is not new, How do I tell if its bad?

I was also thinking VGT soleniod. Can these be canged with the turbo on the truck?

Yes, the VGT can be replaced with the turbo in the truck. Supposedly the ICP is doable but I don't see how. It was all i could do to unplug it and replug it.

When I installed my 03 turbo I had this problem too. The turbo was cleaned before I installed it and it had a brand new VGT solenoid. I swapped the new solenoid for the one that was in my 05 turbo and problem solved.
