TSB question

I was told today by the Ford dealership that TSB's will only be checked if there is a symptom with the truck, otherwise they will not even check it. I specifically asked about the TSB 09-8-3, Coolant System Health which deals with EGR, oil cooler, etc. If the EGR cooler clogs and overheats the truck too where there is damage, then it would be a no-brainer there was a problem. Doesn't a TSB check for problems before catastrophic failures? Is this normal for TSB's?
