Need better mpg, which programmer?o

So my 07 has about 44k miles on it and when I bought it was getting 16mpg city on stock 265/70/17 tires, it is 2wd. Ive added 295/70/18 terra grapplers on Eagle wheels, a PMM coolant filter and do proper maintenance. I add 6oz of diesel kleen to every tank. According to my mpg meter I get 12.5mpg. I calculated it by hand and get 12.2mpg.

I understand its mostly due to my odometer being off from the taller tires. So what im looking for is a programmer that can correct the odometer and offer an economy tune. Also, when cold, gives off a reiky stench from the exhaust. I think the cat converter is bad. At least thats the symptom for gas engines.

Im planning to unbolt thd cat pipe from the system this weekend and knock all the catalyst material out the pipe and cat shell and reinstall it to see if that helps the smell and mpg.
