ficm test voltage high at key on engine off

i tested the ficm today and with key on engine off i am reading 56.something and then while running it was 30.6 ? is it bad or what ? im not much of a motherboard kinda person nor have i ever done anything like that b4 but i think i can repair it ima buy the pen and flux and stuff tommrow . if i can find someone to tell me that its for sure bad

Bad, running needs to be 48 to 48.5v I would send it in http://ficmrepair.com/ My choice
