Climate Control Problem!

A little confused right now guys, any ideas would be appreciated.

Last year, if i turned my fan control to on, and the temp knob to cool, the fan would come on, and blow (im assuming outside air) without the A/C coming on. Now, it only blows hot regardless of the temp selection.

Also, the standard A/C control does not get cold, unless it is put on max A/C. Is this a control valve problem?
