CEL with code P0299

Ok so I've been having turbo surging problems, here's a link to my original post for the background.

Turbo Surge

So today I got the CEL with the P0299 code. I found that this is a underboost code, which makes sense, but I also read it could be an EBP problem. So I monitored my EBP today, at idle I'm at 17.5, cruising flat at about 60mph its around 30, and WOT uphill no load tops out at 52.9. Are these numbers correct? Should they be higher, lower? I'm not sure. Also I noticed the whistle from my tailpipe was a lot louder today. And while on the interstate cruising about 75 I barely tapped the brake to let a big rig over and I bout got whiplash. Hope I can gets some answers, thanks in advance
