Fuel filter replacement

I was getting ready to change out my filters and it said in the Haynes book to do a procedure to relieve the pressure out of the fuel lines. Is this really necessary or can I just take out the old filters and throw in the new ones without doing this procedure?

This is a 2x4 the 4x4 has a drive shaft in the way
