What kind of fuel filters are these?

I changed out my fuel filters with the International kit. The ones I pulled out said made in Thailand on them. The top one looked dirty but the bottom one didnt. Both caps were very tight and hard to get off. Weird how they are different colors. Also the fuel/water seperator drain plug had rust build up on half of it. Does that mean it was sitting in water for a long time?

I drain my HFCM once a month, sometimes more. I have never seen a non-oem filter that had the wrap on it.
