Turbo spooling up

I noticed that when my EGR is plugged in my turbo will spool up and down while at idle but when I unplug the EGR it doesn't. Does anyone know why it is doing this?

That's normal. It's the vgt doing a vane sweep. With the valve unplugged it cancels the vane sweep and can lead to other problems.

You will also notice the fan does not run up to full RPM and some say the boost is limited to about 20 psi
