What to do about EGR in emissions testing state?

I live in AZ and they test emissions here. What's the best thing I can do about the EGR? I don't think a complete removal makes sense with a visual inspection. If that's correct, what's the next best alternative?

You could go with welding the ends of he EGR cooler closed, but you might need a SCT custom tunes to turn off the CEL.

There is also the Bulletproof Diesel EGR cooler (heavy duty), and if you dont want exhaust to enter the intake, get a SCT custom tune to turn off the EGR valve.
