Question about boost at part vs full throttle

So I am running Eric's Extreme Street tune, in top gear with the converter locked, if i am going up a slight grade and I roll into it to about half throttle, the converter stays locked and the truck pulls hard the built in boost gauge showing close to 30psi. however if I stomp it and make the truck down shift in the same spot, and hold it wide open, it only makes ~20psi. is this normal? and why?

Yes it is normal. I assume it a safety factor at WOT. Also lugging in 6th gear is working the engine harder than a lower gear at higher RPM.
