EBP sensor or VGT solenoid question

quick question: I have a 2005 with the lastest code can one tell when a EBP or VGT solenoid is starting to go south or sticking. Here is why I ask when I watch my VGT_DTY% in the insight, I notice when I start the truck it goes to around 76% and then it goes to 85% at high idle. With the new code when it does the vane sweep it works fine except when doing the second sweep part the vanes slowly goes from 70 to 85% and it sometimes sticks around 70% or 75%. Also when coming to a stop sometimes it will go to 85% and then start to back off to say 78% or so. is this normal or is the vgt have issues at the end of the travel? or could it be the ebp senor is seeing pressure that is not there? It seems to move freely through most of the vane travel and my max boost numbers are around 25-27psi. I just put the updated turbo drain and feed tube of the truck. I guess I'm not sure if being a stock truck it should start and goto 85% and then when at rest be at 85%? thanks for any insight.
