Got my new 05 Ex, somethings not right, need advice

Well, I did the 14 hour round trip road trip this weekend and picked up my new (to me) Excursion, and wasn't really feeling well when I got there, so I didn't inspect it as well as I probably should have. I'd finally recovered from the journey by Sunday afternoon, took a good look at it, and found a few surprises when I dug into it. I knew it was originally ordered by the govt, I think it was the border patrol or something, as I ran the VIN, and got back some service info from AZ, called the dealers, and that is what they told me.

I posted some pics I took, and a couple of them showed that. I pulled the covers off the rocker panels, and they were filled with dirt. Someone had cleaned the inside quite well, (man that stuff they used on the plastic and the rubber floor stinks. Makes it look nice and shiny, but phew!) but didn't seem to take anything off. I pulled the knee panel covering the fuses, that was covered with the same tan dust. Oh well, that isn't really a biggie, I know how to use a vacuum. My concern is about the other pics I posted.

I noticed that there were a couple wire looms coming out of the firewall between the fender and the power brake assy that were empty, and looked like they had been cut off, but were factory installed. There are also a couple other wires that were cut off of the batteries, but I couldn't tell if they were something that was added by the govt for radios and such and just got cut when it was all removed. Also 4 wires coming out of the harness that were cut off above the looms that were empty, but I found out on another forum that these are pass thru wires, and have the other ends terminating near the fuse box.

If you guys who are familiar with 05 Excursions could take a look at the pics I posted in my gallery, and see if you can determine what is missing or is incorrect, please reply here and let me know. As far as I can tell, everything seems to be operating normally, but for an Ex, this thing is pretty stripped down. Rubber floor, cloth seats, a posi rear end and 3 zone AC is about all it seems to have on it. If you need an better pics or closeups of another area of it, let me know, I can get it posted pretty quickly, by later this afternoon.

Thanks for any help you can give me, I really want to be happy with this and plan on keeping it for a number of years to pull our camper, even though it does need more work than I thought it did when I bought it, like a new rear bumper because this one is pushed in, and some interior parts like a spare tire, as well as new wheels/tires, but that's another thread...

I tired to look at your gallery but it didn't pull up any pics? I might just not know what I'm doing either. Anyways, I wouldn't really worry about it much. They were most likely wires ran for lights, strobes, CB's, computers, etc.... I think ford probably runs factory wires for strobes and stuff when they are ordered for govt or police use.
