lastest ford ecu code upgrade question

for those that have done this what do you think is better and or worse. debating whether to do the ficm half shell myslelf or just take it to them and let decide whether a half shell or full ficm is needed and have it upgraded. at the moment I'm getting 14mpg city and 17mpg hwy, and that is with ficm voltage of ~25v cold and it doesn't hit ~48v till about 15minutes after hitting full temp. even when the ficm finally hits 48v when I step on it WOT it goes down into the 30's.

I got the latest update this winter unless there has been a new one since then, I really like it i had trouble starting at -10 now at -28 it will still start with no issues at all.
