I'm new

Hey everyone I'm brand new and had a question since I don't know much about the diesels. We recently repossessed a 2004 f250 crew cab 4x4 however the engine looks like it does not run and the people that had it were using it for parts. I can get it for about $1500 would it be worth fixing up or should I just leave it alone. I have a budget of about $7500 - 10000. I would be having it done by a shop. What are yalls thoughts on this matter.
