Its it normal for the coolant level to fluxuate?

I checked the coolant level today and it was about 3/4 of an inch below the min line in the degas bottle. Its normally between the min and max. (let the truck sit for about 20 mins after getting home from work today) I rechecked and it was still about 3/4 below the min line. I took the cap off the degas bottle and the level started rising, I watched it go back to the normal level. It took about 3 minutes. Is this normal?

I did have the ford dealership do a coolant flush about 3 weeks ago.

Thanks
Mark

There is white residue under the cap, nowhere else. ECT is 190 and EOT 198 at 65 mph. ECT 190 and EOT 194 in-town driving.
