Electrical...not charging

origianlly my truck was only putting out about 12 volts, so i replaced the alt because the machine advanced hood to the engine said that was why it was not charging, so I replaced the alt and went ahead and got 2 new batteries while I was there , got that all hooked up and still doing the same thing, but now only putting out 9 volts to batteries, ford mechanic told me to check the wires running to the regulator on back of the alternator, the litegreen one was only putting out 1 volt, checked all the under hood fuses ( wich i could only find two fuses there ) and inside panel fuses, and wll were good. The mechanic told me that the cluster was bad and that was causing my probles, and feedback about this would be helpful before i put out the money for the cluster...thanks
