No start F350 7.3 powerstroke

I bought this and the guy said ALL injectors bad.
I'm not a diesel mech but this sounds odd.

I have determind the hpop is only putting out 235 psi with (facing front)
the LH line plugged at head RH line from head hooked to liquid Gage.
Was told by ford dealer service this needs to be 365 to fire injectors
I have replaced hpop with used from running truck and bought new IPR
