egr valve faulty?

does anyone know how to tell if your egr valve is faulty when it is out of the vehicle. i plan on doing the delete but i just want to know. i took it out today for a good cleaning. i am waiting on the parts so I figured i would give it another cleaning to keep the truck running smooth. So when I had it out I noticed that i was able to open and close the valve with my fingers. i don't remember that from the last time I cleaned it. Is this normal or should the poppet valve be spring loaded closed and hard to move?? like I said mostly just curious and want to confirm a bad valve. may be helpful for other people doing a valve cleaning to know.
