heater valve leaking

I was changing the oil last night and noticed white powdery substance on the passenger side frame rail. Got up top to see where it was coming from and it looks like the valve that opens up when the heater comes on. Its inline on a radiator hose and goes into the cab thru the firewall. Anyone had any issues like this? Also the same valve is zip tied to the firewall and everytime i change the oil i have to push it out of the way to remove and install the oil fill cap. Ill try to get a picture up later, unless anyone has a picture of under their hood i will explain better.
