rough country 2.5" leveling kit- needs shocks?

http://www.tuffcountry.com/NewFiles/22970.pdf

says in their install instructions you need new shocks? I thought this is a add on item for the 05+ superdutys? It says to discard certain parts too during the install, but no where have i ever seen them give you more than those 4 items, the two rings and two "cups" that sit on top of the springs?

I read somewhere that if you have the Rancho shocks that come with the FX4 package, you don't need to replace them. I would measure the shocks fully extended and if they come up 23" or more, then you know you are good.
