changing my fuel filters right now, quick question

The frame rail filter isn't draining any water, it's just diesel fuel and it's a constant flow of it. Do I continue to let it drain or can I just change the filter out even though there is a constant flow out the drain bolt?

last time I drained it just to drain it and it stopped on it's own within 1 min. This stuff has a tint of blue and definitely smells like diesel. Is there gonna be a big mess if I don't drain it all the way and then remove the filter cap?

Yes it drains out a good amount. Even if you do have water its not always very defined and obvious.

I had some noticeable water my last change and I know for a fact no water was spiled in the tank and the truck did not go in water. I was from ambient moisture and maby the pump.
