Water in fuel

I always wondered how any significant amount of water might get into my fuel if I only filled up with petrol. After yesterday I can see how it might happen. I went to the local Sam's Club Gas and when I pulled the diesel line off the pump I noticed ICE stuck in the tip of it. I started banging the nozzle on the ground to try and break it free, but that didn't work. I finally decided to just squirt some fuel out onto the ground, and out comes this cylinder-shaped piece of ice. It looked like a roll of quarters in size. The attendant came out and yelled at me - I replied "I'm not putting that $hit in my truck, and what's it to you anyway? I'm paying for it!"

So now my question is - how did that ice/water get there? Is there normally water present in any significant amount in petrol diesel?

That sounds like alot of water...must have been from precipitaion unless someone put it there.
There wouldn't be that much from condensation nor from in the fuel.
