6.0 fuel mileage helpp plz

Hey guys I'm looking to buy a 6.0 powerstroke 05-07 ext cab short bed or ccsb 4wd. I'm probably goin to do a lvling kit and 35s. I'm wondering how I get some decent fuel miliage I'd like city to be around 17-18 and hwy in the 20s let me know what'd the best way I could achieve this plz. I'd be doing 5inch mbrp exhaust intake and probably get a sct eventually.

I would say a tuner I just put on a 4" MBRP straight pipe and I went from 9.5-11 in town

i went from stoc pipes to 5" after 4" downpipe and egr delete without tuner
no real help
