09 E350 Upfitter switches

I have a question, A friend of mine just bought an 09 E350(didn't get the diesel, got the V10); anyways he wants the dealer to install the fog lights in the bumper like on the 05-07 F-series. The problem is he doesn't really want to put a random toggle switch on/under the dash, he wants something to look factory. I said why he doesn't just use the Upfitter switches, he told me he didn't get them from the factory. I told him he should be able to get them installed by the dealer after the fact, because I know that that was possible with the 05-07 Superdutys. Am I right or wrong here? My dealer told me that I was wrong that it needed to come from the factory, that the 08s and up are completely different from the earlier models.
