99 F150 heater help.... ASAP!

My brother inlaw has a 99 F-150 and has no heat. Replaced the thermostat and still nothing. Both radiator hoses are hot and the heater hoses are hot. All functions work with the climate control unit and I installed a known good climate control unit to make sure and still nothing. I am thinking the blend door actuator is bad but don't know where it is and don't know how to test it. Need help ASAP. He has 3 little girls and no heat with cold weather coming. Any help is greatly appreciated.

If you took the passenger side airbag out and the access panel off on top could you get to the motor?

Got it fixed. The motor was stuck not allowing the blend door to move. Tapped on the motor and got it working. New blend door actuator ordered so I can permanently fix it.
