PB blaster and just work them out, spin them out slowly and go back and forth alot. Its not an easy or fun job but its what has to be done. Heat also helps

PB Blaster is a pretty good penetrant but the best stuff I have ever used is called Kroil if you can find it.

These bolts are prone to break off. Use heat. Have sharp drill bits, easy out and tap and die set handy. Removing the fenderwells will help with access. Put headers on, use antisieze.
