Odd Electrical Issue

In my dads 5.4 powered 2002 "Superduty" there is an intermittent electrical sound coming from in the dash.
It sounds like radio static or really fast clicking. It used to do it all the time, then never and now it does it again.
He says it shuts up when he uses his turn signal or hazzards.
Also, he has no instrument cluster lights. Seperate issue?

He is not at all knowledgable with car stuff and I just haven't had the time.

Any Ideas what I might be looking for once I get in there?
