Best way to clean a gasser EGR on a GM?

I got the EGR off my 1996 Buick Century with the 3.1L V6 Chevy SFI. And it seems to be sticking. When I manually open the valve all the way it sticks there and I have to shake it or tap it to get it to pop back out. Also when i shake it up and down something inside rattles.... it's not supposed to be like that is it?

The symptom is some bad fuel economy, surging while cruising and while cold, intermittent rough idle...

I also too the throttle off and right from the egr tube into the intake manifold, and the back of the throttle plate is black and sludgy, making it seem like it may really be sticking open on its own too.

Nevermind. Carb Cleaner and WD-40's the best way. Got-'er-don
