Need some help/ideas

Ok guys my summer project is building a wake winch. If you dont know what it is, its basically a 6.5hp motor, a Torque-a-verter, hooked to a spool with line that pulls a rider.
Here is one that is similar to what my design will look like. View topic - Here's my Winch

I need some ideas for building the spool. It needs to be 15" outer diameter with a 6" inner diameter. I do not have access to a machine shop, and I have the basics you would find in your garage. Cut off wheel, grinders, MIG welder, ect..

The main issue is the circular walls, what can you guys come up with?? Im kinda at a loss.

Haha, we have a 2002 Tige 20V Riders Edition with the 6.2L Mercruiser Black Scorpion Gas for that monster is just getting expensive, Cant afford to take it out everyday but i could definitely afford to take a winch out all the time.
And i need a project for the summer haha.

Any idea of where I could come across an old hose reel haha??

Awesome haha. I think I Came up with something that'll work

Gonna use 1.25" galvanized tube with galvanized flat cap (idk what its really called) with 4 holes for bolts. And thats as far as i got, gonna use those holes to somehow bolt something on and increase the diameter of the outside wheel
